Priorities
Pat Hogan’s vision is shaped by what he has experienced, seen and realized throughout his life as a Syracuse resident and his 50 years of work for the city government. No other support has been as vital as the community that surrounds Pat— like many, he has gotten by on the kindness of his neighbors.
However, there is much that needs to be done to support the people of Syracuse. For the friends, neighbors, teachers and coworkers that have shown up for Pat his entire life, he now wants to do the same.
Pat Hogan’s priorities for mayor fall into three pillars: (1) Housing, (2) Public Safety and (3) Business.
Housing
One of the most fundamental elements of Syracuse are the neighborhoods and the houses that many call home. However, it is no secret that Syracuse has been and is in the midst of a housing crisis. There are two issues that plague Syracuse’s housing: low quality of properties and high costs of living. Both make it difficult for Syracuse residents to find and maintain a home.

Understanding these factors is crucial for implementing effective housing policies and initiatives in the community.
As mayor, Pat will:
Create housing all over Syracuse through government-funded and supported projects.
Revitalize middle-class income neighborhoods and distressed areas to encourage market potential and investment opportunity, as outlined by the Syracuse Housing Strategy.
Increase funding to the Land Bank to acquire abandoned properties with unpaid taxes and ensure this is a top priority for the City Law Department.
Actively work as partners with developers to plan new projects and evaluate each housing proposal in context with the current state of its neighborhood, acknowledging that every neighborhood requires different needs.
Ensure each housing project is properly funded through the city government with a detailed financial plan.
Public Safety
Public safety and the future of the city are intertwined– every Syracuse resident deserves to live, work and thrive in an environment where they feel secure from harm. Especially in neighborhoods, it is essential for the well-being of every community to feel safe and prevent ongoing crime.
Goals Pat will prioritize as mayor:
Enhancing neighborhood safety through increased neighborhood watch, creating a comprehensive plan of action involving the police department and other city departments.
Increase safety in Downtown Syracuse through continued revitalization.
Get rid of the residency clause in police contracts to increase police officer recruitment and ensure significant police presence in unsafe areas.
Promote trust between city government, law enforcement and the community through consistent transparency in order to protect the most vulnerable members of our population.
Business
There are many obstacles Syracuse business owners face while beginning and maintaining their businesses. Pat heavily emphasizes that the very lifeblood of the city is the tax revenue produced by businesses. Without this revenue, the city cannot deliver services for every resident. The promotion and support of Syracuse businesses is something that will greatly guarantee success for our city’s future and allow increased chances of new opportunities.
As mayor, Pat will prioritize:
Creating new job opportunities for city residents through the creation of new businesses and expansion of existing businesses.
Restructuring the current tedious zoning, business code and permit acquisition processes to be simpler for business owners and encourage improvement.
Assigning a consultant to each new or existing business to guide them on easier management processes.
A new path forward
Pat Hogan loves the city of Syracuse like no other. It is his home and the home of every person he knows in his life. He owes who he is today through the diverse communities he has gotten to know and the unique life stories of every Syracuse resident. There is more that the people of Syracuse deserve. Whether as a homeowner, business owner or just someone walking down the street, the citizens of Syracuse are owed more than what they are currently given by the city.
Many can have aspirational ideas for how to serve the public but Pat has turned them into concrete realities by planning, advocating and fighting for them all his life. With his years of experience in city government and his unwavering love for our city, Pat will dedicate hard work to forging a bright and deserving future for the city of Syracuse.
